Lieutenant Colonel Frank E. Owens, USA (ret.) “is a graduate of the University of Kentucky and holds an MS degree from the University of Arizona. He has published numerous articles in professional military magazines. He served in Communications/Electronics positions in Korea, Europe, and South Vietnam. He is a graduate of the U.S. Army Command and General Staff College and was a member of the Faculty at the Army War College.
