Lieutenant Colonel James B. Pocock,
PhD., “is a civilian Associate Professor in the Department of Civil and Environmental Engineering, USAF Academy.
Dr. James B. Pocock co-developed and course-directed the DoD US-Russian Environmental Management Course for senior
Russian officers, held at the Air Force Academy in 1998 and 1999. He has participated in Baltic/Swedish/U.S.
defense environmental cooperation since 1999, developing environmental curricula, writing and conducting training, assisting
with base master planning, facilitating sessions at each BALTDEC meeting and helping draft documents. Dr.
Pocock has made several trips to the region including to Estonia, Latvia and Lithuania.” Lieutenant Colonel James B.
Pocock is the author of Constructability Concepts and Practice.
According to the book description of
Constructability Concepts and Practice, “Constructability is defined as the integration of
construction knowledge and experience in the planning, design, procurement, construction, operation, maintenance, and decommissioning
phases of a project consistent with overall project objectives. Over the past several decades, much thought and effort has
